In the 18th century when most of the world was colonized by various empires, USA was getting its independence. It's founding fathers created the functional logics which would govern the country. They feared that the power would get centralized and could turn into a monarchy. Their plan was to create a system of governance with multiple pillars which can keep each other in check. They wanted one representative for the entire system. The major titles at that time for most leaders across the world were King, Queen & Prime Minister. So after a thoughtful consideration the word president was picked up for the United States, so that their title would sound weaker. But after more than two centuries. The word POTUS is considered as the most powerful role in the world. And by late 20th century when too many countries wanted to chose a head of state had decided the title to be "President".
In the early 20th century, the word propaganda meant spreading of ideas. It did not carry a negative association as it does today. Hence governments had Ministry of propaganda back then. But a lot of spreading of ideas primarily revolved around cunning agendas of the people in power. Slowly the word took up a negative connation. Today the phrase ministry of propaganda is not in use. But did the governments across the world stop doing propaganda?
Social perception of something is a dynamic interplay between the form and function. and vice versa. This does not just impact names of roles, but also to names of roads, names of cities and even words used daily. The word 'Silly' meant, blessed with worthiness. The word 'nice' meant, foolish. In the 1300s, naughty people had naught (nothing); they were poor or needy. By the 1400s, the meaning shifted from having nothing to being worth nothing, being morally bad or wicked. It could refer to a licentious, promiscuous or sexually provocative person, or someone guilty of other improper behavior.

Function - what exactly is done very direct sensory impacts of it
Social - how its gets perceived as imaginary idea of status or money or safety or hate
